In recent months we have noticed more and more dogs on the streets. Irresponsible owners of unspayed females leave puppies wherever they can, and owned dogs bought on a whim suddenly turn up on the streets every single day. The law does not work. Public awareness seems not to exist. State shelters are in it for the business, and it is an open secret that dogs are moved from one town to another so that money can be made by catching the same dogs several times over. Animal protection groups and their rescue centres are overcrowded, and their hands are tied when it comes to punishing irresponsible owners in any way. Cooperation between civic and state organisations barely exists. All in all, a game without borders in which the animals are the guaranteed losers...
